Peeling Trim Panels

I have an '03 explorer with the glossy black panels between the front and back side windows. I assume they are plastic with a coat of paint + a clearcoat like the rest of the body. The other day I noticed that the clearcoat on one of these is starting to peel off at the top. Right now it's about a quarter inch of peel off. I have two questions:

* Can this be fixed inexpensively by a body shop?

and

* What can I do to prevent this happening again? I wax them along with the rest of the paint. Should I not be doing this?
