Lower Brake lights out!

Hey, I've got a 98 mountaineer with some brake light issues and I'm wondering if anyone can help me track down the problem. All the wiring is stock. The high lamp works but the 2 lower lamps are out. The high lamp also flashes faintly when the brakes are released. The parking lights work but the brake lights don't flash when you hit the alarm. I'm thinking it's the brake light switch because of the flashing high lamp but wouldn't that affect all 3 lights(as in none of them would work)? I've also been reading about a Lamp off module that might affect just the lower brakes but I don't think my mountaineer has one(no message center). Any ideas?

From your excellent description of what is and isnt working, it sounds like a ground problem.

Pull a bulb & check for voltage, if it's there check the ground.

You can probably find an online wiring diagram at autozone.com
