I think that piece has been cut off of mine. In the center of my roof I have two tabs approx 3/4" wide and angled on one end, the angled ends face each other and the two tabs are flat to the roof. I had always thought that there was a missing part that slid under these to taps until I saw a friends truck recently (Albuq-F1) who had the piece you're talking about. Hopefully I have enough left to weld to.

The PO cut three holes in the dash for gages.

Mine's not quite so bad.....he just used a combination of church key and cutting torch to finely tune the radio opening....

....AGH!
