no power, surging

Hi all, My Ranger 3.0 flex fuel when cold will surge evey second or so between ~900-1200 rpms at idle. The surging is not just at idle though, it will do this while accelerating, enough to bob my head forward and back. After it warms up the surging stops, but feels gutless (moreso than usual for this truck). I have had it scanned for codes and got nothing. Any help is greatly appreciated.
