The switch in the trucks has the ground riveted to the switch housing if that makes scene. OEM Wiper Switch For Delay Wiper Trucks

I'm not real familiar with the dash layout on passenger cars but on the pickups the switch itself grounds to the metal dash when installed. Later models and replacement switches have a pigtail that is attached to the switch and gets attached to the dash support brace with a screw.
As for the delay, I was thinking your delay wasn't working either, sorry.

Ok, here's what solved it folks...
I took the motor off, then apart, and there is a double-see-saw thing in there (under the cover where the gears are and the electrical connector) which acts as the 'Ready-2-park' sensor. Every time the motor goes around, there is a wheel which turns, and the see-saw in open circuited. Those 2 see-saws are made of somewhat springy copper plate, maybe 1/4" x 2" x some thickness. In the center is a hump where the spring underneath lives. One end of one of those see saws was GONE. It had contacted so many times, it just wore right thru. The end of it was shaped just exactly like the piece it was supposed to touch, but now it just spring right by the other contact. So, I turned them both around and swapped ends. now the 'bad' end is still in there, but not opening/closing with each rev of the motor. So I should be good for another 40 years ! I'll make another one of those when I find the right material. It's think enough a pair of strong scissors ought to do it. The hardest part will be making the hump where the spring resides. Of course the contacts were all cleaned, but the see-saw was the culprit, as it wasn't making contact on one end any more.

Now, If I could Buy Those 2 see-saws !

I'd like to be able to buy those 2 see-saw pieces of copper from some folks who rebuild them. I'm sure there is a whole box of those things somewhere in Mexico or China
