the wastegate is a kind of a blowoff valve for the turbo. Basically when the engine shifts, the turbo is still spinning fast, but the engine is spinning slow. To keep the boost from blowing the engine, the wastegate blows the excess pressure out the exhaust and the turbo builds pressure with the engine. Gas turbos have this as well in the form of a blowoff valve.
I'm not familiar with that code though, sorry.
