I purchased a 99 f250 at an auction and the air bag light flashes 2 time and then 7 times, What does this mean and is it something that can be repaired with basic tools or does a dealer have to fix it?

I believe its to teel you your air bag off light(when you shut off the pass air bag with the key) is out it can be fixed yourself there are other posts about this here just search using the word air bag and you should find it.

 

Your dealer will want $100 to hook up a scan tool, parts and labor to fix it will add hundreds more. What alberta46 described happened to me. I went to the nearest salvage yard, pulled a passenger switch off of a late model F150 junker, payed $3 for it and presto! Problem solved.

 

Code 27 means that the PAD (passenger airbag disconnect) lamp is faulty.
I just fixed the same in a 99 F150 auction purchase I acquired.
Simple test is to take a key and activate the PAD disconnect switch and observe the light. If it doesen't come on, most likely it is burned out.
It is a simple fix and you should be able to get a suitable lamp replacement from Radio Shack or search the forums for my fix to replace the lamp with an LED.
Note. There is an error in the LED document that has the LED leads reversed. Just reverse the leads from what the fix details.
