Map lights don't work in my 2000 XL F350

Map lights don't work in my 2000 XL F350

I think I posted this in the wrong forum the first time so I'll try it again here.
The map lights on my truck (2000 F350 CC XL) are not functioning. The dome lights both work properly. Under the dome light assembly, there are 2 wires, black w/ blue tracer and light green w/ yellow tracer. Using a test light, I found that the black wire is the power for the dome light. The black wire is hot when a door is opened or the rheostat switch on the dash is turned on. The light green wire is never hot, either with the key or without. On my '99 XLT, the map lights would work with or without the key. I followed the green wire down the drivers side door channel and up under the dash where it looks like it goes into the fuse box along with about a 1000 other wires. I know all 4 of the map light bulbs are good as well as all of my fuses and relays. I'm sure that the reason the lights don't work is because its an XL model, but since Ford was kind enough to run all of the wires and install the bulbs for me, I figured that it wouldn't be too tough to make these things work. Can someone tell me where the green wire goes or how to get power to it? Any advice is appreciated!
