Blinking Lights
I have ad this problem for a while in my 97 XLT. The 4wd periodically kicks on with no slipping of the tires and the 4wd switch being set on auto. It happens at low speed or when leaving a parking spot. It usually kicks off at 20 mph but not always. It is also accompanied by the 4wd light flashing in a 4-6 flash sequence while I am driving. I did some research and there is some opinion that the speed sensors are bad (I am trying to do a little more research on this forum). Because these trucks have a 4wd system that kicks in when the wheels slip, they have speed sensors on the wheels. The sensors go back to the transfer case and tell the transfer case when to engage the 4wd. The theory is that the senosors in the transfer case are bad and "think" the front and rear tires are traveling at different speeds when they are not. I purchased replacement sensors for the transfer case to see if this works. Did not have the tool to pull the wires from the connector (just ordered a snap on set of terminal tools). If the replacement sensors work I will repost.

I had the same problem on 98 explorer 4x4 with 4x4 lights blinking on and off. I wiped off both the front and rear driveshaft sensors mounted on the transfer case. I did the rear driveshaft sensor first and that did not clear the code. I wiped the front driveshaft sensor clean next and that cleared the code for a while. I ended up buying the new front driveshaft sensor and have not had a problem since replacing. I also filled the transfer case with new synthetic ATF fluid. I did not use a tool to pull the sensor wires out from the shift motor. If you separate the connector on the shift motor you will see a red plastic piece in the middle. I used a pair of needle nose pliers and pulled it out. This releases all of the wires so you can pull out the ones you need. Look at the wires and write down the corresponding pin numbers they go to before pulling the red tab out in case some pull out they you did not want to come out. I use to have the ford part numbers for the front and rear driveshaft speed sensors. I posted them before. I think ford calls the sensors the front and rear driveshaft speed sensors. Some may also call them HALL sensors. I also replaced my shift motor. Bought a rebuilt for $65.00. In reference to locking hubs. I have seen them for the older (92,93,94) explorers but not the newer models.

I replaced the front and rear sensors and changed the fluid in the transfer case. Seems to be working. In this last snow storm I thought the truck was stuck in 4x4 because the transfer case shifted so smoothly when the rear wheels started spinning. Before this it was rough and shifted in and out of four wheel drive. No blinking lights or the 4x4 coming on at low speeds. I will repost if I continue to have problems.

this problem is usually related to dirt/old fluid in the TC, the clutch plates get sticky...
First order of business would be to change the tranny fluid in the TC.... make sure you can remove the fill plug before you remove the bottom plug
