what does a carb tune up kit do???

Depending on the carb, it is just a gasket kit. Some also include the needle and seat, but it's cheaper to get a rebuild kit than trying to buy the power valve, accelerator pump, and base gasket seperetely.
These don't do anything to cfm, you have to hone out the carb for that. It's not easy, I've done it, but in all honesty you can get the same exact results going to a 4BBL. You can also try and find a larger cfm 2100, take a look at the chart up top.
