I recently put a rebuilt 4.2 V6 in my 97 F-150 (couldn't get a new one). Typically a new or rebuilt long block is just the block and heads with corresponding new internals. What they don't come with are new pullys, sensors, waterpumps, electrics, hoses, a/c, etc, etc. These are the parts that require changing as the vehicle gets older, the parts that nickle and dime you. It cost me about $3000 but I did a few extras such as a new clutch, waterpump, timing housing, plugs and few other new parts. I should have done all the pullies too as my new serpentine belt is squeaking. To answer your question about value, in my humble opinion and from what I've seen in the local classified ads, putting in a new or rebuilt doesn't add enough to the vehicle to make up the cost.
