I have a 99 Eddie Bauer Expolyer and the radio lights (lights for the clock, radio station on the face plate) and the rear wiper dont work. They will come on if your on a rough gravel road, so I figure its a lose wire or something.

it's bad solder joints on the radio power supply. A very common problem. Your best bet is to do a search of the forum for blank radio display. Previous posts have detailed how to fix it or how/where to get it fixed.

As for your rear wiper there are many things that can cause this but I believe it may be a bad wiper motor ground. Again, doing a search of the forum would help you out.

 

On a '99,I'd be leaning toward a bad wiper motor. Give the arm a wiggle with the switch in the on position, and see if it starts to work. With the radio, I tried to fix mine a number of times with fixes posted all over the net, and then chose to send it to an electronics shop to fix it... best $30 I ever spent!
