Transmission Shift Problem?

Truck:2004,f350,6.0,auto,4.10,drw,4x4,cc

When cruising at highway speed (70-75mph), Periodically, If I floor the throttle, WOT, the truck only speeds up a little, no downshifting, and no rpm increase.
This is very noticeable while towing on a grade, the truck continually slows down and will not down shift even if I pump, and hammer the throttle. HOWEVER, if crusie control is engaged, truck maintains speed, downshifts and upshifts when needed. This leads me towards an accelerator sensor, switch, etc. I found out that the cruise control and the accelerator sensor monitor two different computers or inputs. Anyone have any knowledge on this, please educate me as shop "can not duplicate, operates perdesign"

Tranny Flash

I haven't had that problem, however when it would shift from 2-3, it would sometimes wind out and then shift in.

It was re-flashed, and the problem does occur so far, however it does not have the pep it used????
