I'm not sure what the value for it would be. I have seen the heater circuits in the PCM die before though. I'd just hate to recommend for you to replace the PCM without some more testing though.
At the O2 connector the Violet/White is the power to the heater and should have battery voltage, the Tan/Yellow wire is grounded in the PCM to turn the heater on,the Grey/Red wire is reference voltage and should be 5V with the key on, the Violet/Light Green wire is the signal from the O2 to the PCM.
Do you have a scanner there that you can do a KOER?
