Front End Clunk - Suspension or Steering?

Over the past couple of weeks, I have noticed a clunk in the front end that, as far as I can tell, only happens when I'm stopped. If I turn the wheel while sitting still, there is a clunk on the front left side. Could this be suspension-related (ball joints) or steering-related?

One other thing - is it common to hear the power steering "whine" when turning normally? I know most steering pumps whine when in full lock, but my truck makes the sound during most turns, notably at lower speeds.

Ball joints are a good bet.
