04' 550 horn fuse problem

One of our picker trucks at work (2004 f550 auto) keeps blowing the horn fuse. The cruise and horn havent worked for a few weeks now ( oh and now the truck likes to die on you while drivng thru a light??), havent got a chance to get it to ford yet, so I tooka boo. I replaced the horn fuse with another 15'er. Blew it right away. Replaced with a 25 and worked till i turned the ignition on, then heard it go. Also, there doesnt seem to be a fuse for cruise control.
Must be a short somewhere i suppose eh?

Any ideas would be great, save another trip to ford.

Clock spring ya say? Ill have to look that up as i have no idea what it is.
