Just put a new IPR on it, new O-rings in the requlator on the side of the fuel filter bowl and a new wiring harness for the IPR. Starts right up and runs great.. But when I first start it back up it is still trying to surge up and down until I rev it up a little and then it idles fine..Should I be able to move the exhaust valve on the turbo by hand..It is also around 40 degrees tonight here...

It may have air in the system that needs to be worked out. You should'nt be able to move the ebpv unless its unhooked.
