91 f150 fuel pump problems

My fathers 91 f150 quit a couple of days ago. It smells strongly inside the cab of something electrical burnt. There is no power to the fuel pump.(its a dual tank, but he only uses the forward tank, rear pump is bad). Ichecked power at the relay, it has 12 volts on the yellow wire, there is only 6 on the green/yellow wire. I placed a jumper in the connector and pump works fine. I have not seen any obvious signs of anything burnt or melted under the dash nor have I checked power at the tank selector switch. Hoping could offer up suggestions where to go from here or if anyone else may have encountered a simular situation.
Thanks in advance
Scott
