When I had my shop we used a guy called Dr Vinyl who fix about anything from headliners to cracked dash pads, I THINK it's a franchise deal

I checked the web (Dr vinyl.com) and they are listed by state

Would it work on the press board headliner?

Mine was warped and sagging and I completely rebuilt it using fiberglass mat and cloth. I scraped the loose stuff off both sides with a putty knife then repaird one side at a time. I weighted the wet glass down with cinderblocks over wax paper to flatten out the warpage. After doing one side, I drilled 1/4 inch holes all over it to connect the two sides together, then glassed the other side using same process. I smoothed out some areas using auto body filler. I had to work the fiberglass down with 40 grit paper as it was extremely hard. Then primed with 2 part urethane primer. Also repaired the side panels and rear window panel using the same process. It took a long time but I am siatisfied with the results.

Another option is to look at plastic headliners. I looked into the Rod Doors stuff, and they were expensive, but I looked into just buying plastic, and it is not bad on price. I found 4 X 8 x 1/16 sheets for $75. I figured then I could get rid of the 3 piece deal and then cover it with cloth to make it look nice.
