Up: Cheap

Down: Illegal.

It's the same stuff you get at the pump, only no "Road Tax". They add different dyes to tell the difference. Farmers can also get diesel without the tax for "farm use only".

I say that its pretty hard to tell what color it is once its in your tank....

In farming areas, there are special cops that will pull you over in your diesel truck, extract a little sample from the tank, and if its the wrong color, you be in trouble.

Red is the going color of farm/heating fuel, AFAIK.

The quality of heating oil is also less standardized, so who knows what you are getting. Since its #2 instead of #1, you could also end up with jello in your tank. Not fun.
