Busted Tach

The tach on the bronco I bought doesn't work. Ive searched through a lot of old posts and found a lot of information.

an old post from steve83 was pretty helpful, gave me an idea of what to look for.

I also picked up a wiring diagram

So heres my problem, how would I start to troubleshoot which is causing my tach to not work? Is there a way I can test the wires to make sure they work? Is there a way to test my tach to see if it works? Am I better off replacing the background off a small clock with a picture and numbers of a tachometer to make life easier?

There wasn't a fuse 18 but I referenced up where it would have been and found fuse 5 in its place. The rest of my instrument panel works, just the tach is busted.
