How to access plugs, some sort of keeper bar?

How to access plugs, some sort of keeper bar?
Hi, hope I've come to the right place. Trying to change plugs on a 1999 E150 Triton v8 4.6. There is a keeper bar of sort over the the plugs and I'm not sure how to remove it and whether or not a certain tension must be kept on when it's put back on. Thanks for any suggestions. jvanff
