Power level depends on gear selection

I have noticed that if the trans is in 2nd or 1st then the engine power seems to be limited or reduced. Anyone know why that is? This was first noticed when towing and I selected 2nd gear for more power and I ended up with less.
Also, while in 4x4 low the same thing occurs.
I towed a twin axle trailer with a ranger loaded on it for a 6300# total and the F-150 handled it real fine. Just wondered about the power reduction.

Ford limits the power to 50% in second on the selector, it also starts out in second. This is for snow, ice, sand driving. I also use it in very crowded parking lots where more control is nice.
They figure third (unlock the OD) can handle most normal gear power uses.
