If they exist they can be called into use at the blink of an eye such as an officer that is having a bad day and you do somthing to get him/her POed.

ohh I know, it is quite irritating when you run commercially tagged trucks against farm tagged trucks during harvest. We quit pulling hoppers and such for different reasons, and that was a big one. Several letters and complaint into NDOT and KDOT yielded nothing, except that the farmer still got to haul commercially.
