How to diagnose if overcharging

Myneighbor asked ME(LOL)how to determine if his voltage regulator is overcharging.Iam basically a "parts-swapper",not a diagnostician,and couldn't intelligently answer him.He has a '65 Ranchero.At what points should he check for the proper voltage?What should it be?Warmed up and at a fast idle?On behalf of Dave,"Thanks for your support".Steve
