I recommend that you do the search not to be snooty, but you will learn both how to use the search function and find more information on the system in case your horn relay is good.

Thanks for the welcome. I periodically read and search the forums but have never posted since my issues are nothing new. I already searched for horn and cruise control issues, since that was the problem. The clockspring is a common cause, from frequency of posts. I checked it even though the airbag seemed fine. The clock spring and steering column wiring tested fine.
I reverted to tracing the horn and cruise control circuits wire by wire and needed to find the relay. Something on the circuit was intermittently blowing the fuse. I disconnected what seems to be the inflatable lumbar support on the driver side and the fuse has not blown again. According to the 2 manuals I have, the seat circuit should not get power from the horn circuit fuse. Continuity check and voltage tests with and without the fuse say otherwise. Maybe the harness is different in an extended body with captains chairs and inflatable lumbar?
Anyway, the horn works which indicates the relay and rest of the horn circuit is OK. Cruise control still doesn't work. I have a CC diagnostic tree and will follow it when I get back to the van. I'll also entertain suggestions for common cruise control issues outside the steering wheel and immediate wiring.
