Unhappy unmovable lifter

I just purchased a 61 F100. Good body : engine needs help. Thought I had a bent push rod, then took off manifold to get out lifter. I just read in the forum that the 292 lifters have to be put in from underneath? This lifter is frozen solid. I just hope the cam lobe is ok, but it probably will need work also. Can you help me?

Get some lubricant (WD40, or PB Blaster) Lube up the frozen lifter. With the cam lobe on the lowest position for this lifter, using a DEAD BLOW HAMMER tap the lifter down. Now rotate the engine so the lifter is again up. Keep putting the lube to it and repeat until it moves freely in its bore.

I assumed the lifter was already in the up position?
