How many lights are legal
I have a 1987 BII. I am going to install Hella 550 lights on the front bumper. How many white lights can I have to the front and be legal? I have heard a total of 3 and a total of five. I want to install 3 of these lights which would give me a total of five white to the front. I am not worried about local PD but OSP concerns me. I have called the OSP a couple of times but they have not returned my calls with and answer.

Any 'off-road' light used on the road is illegal. While off-roading and as long as they are off 'on-road' I don't think there is a limit as long as they don't block your original headlights. Check your local laws but most off-roads are pretty bright and it will only take one cop to give ya a nice ticket.

The Answer is: No more than 5 "lights" ON at one time, 55 watts each. I understood it as any light, driving, fog, headlight or pencil beam. "Off Road Light" is more than 65 watts or a certain candle power (that I don't know). Your high beams are 65 watts, low beams are 55 watts. That's a DOT standard. As of right now I have PIAA 85 watt driving lights on the front of my daily driver and I know they are illegal, if I turn them on. You can put as many lights on your truck as long as you only use 3 at a time + your headlights = 5 lights total, with a wattage of NO more than 55 watts.
I looked into this samething in 2003 for Road Rally reasons. And I doubt they have changed it since then.
