carb problems

Hey guys long time no talk. I'm glad to be back! What I'm dealing with is that my truck is equipped with a motorcraft 2 bbl. carb. When facing down hill it likes to die...flood out. But just recently it doesn't want to idle and if it does it likes to idle really high. Anyway, I bought a rebuild kit and put it back together and nothing has improved...it's a little more responsive but still won't idle worth a crud. There are a couple of things that were not included in the Wagner rebuild kit that I wonder might be the issue, One is the elastomer valve and the other is the economiser (enrichment valve). The elastomer valve I reused the old one which unfortunately has a pin hole in it and the enrichment valve...there actually was one provided but it was taller and so I didn't use it. Primarily because it was different in size and not an exact match. I have no idea what thesedo but will gladly replace them if needed. I've never rebuilt a carb. before and figured that since the kit was only $10 it couldn't hurt. Can anyone enlighten me on the purpose and importance of these parts?

Further down there is a forum for carbs, might be a better place to look.
