Can't program new key fob - tricks?
#16
This might help...
I have a 2004 F250 (4-door) and I had the darnedest time figuring this out, but if you first get in the drivers side and lock the doors, then unlock all the doors before putting the key in the ignition to perform the 8 cycles of off/on in 10 seconds (leaving the key in the "on" position on the 8th turn, the doors will lock and unlock, at which time you have 20 seconds to press any key on your fob or fobs to program them. Finally, turn the key to the off position and your key fob(s) should be programed. The dealer was of no real help on this, unfortunately. I hope this helps some folks out! Good luck!

From page 87 of the 2000 Expedition Owners Manual;
Programming remote transmitters
It is necessary to have all (maximum of four — original and/or new) of
your remote transmitters available prior to beginning this procedure.
To program the transmitters yourself:
² Insert a key in the ignition and
turn from OFF to ON
eight times in rapid succession
(within 10 seconds) with the
eighth turn ending in the ON
position. The doors will
lock/unlock to confirm that
programming mode has been
entered.
² Within 20 seconds, program a
remote transmitter by pressing
any button on a transmitter. The doors will lock/unlock to confirm that
the remote transmitter has been programmed. (If more than 20
seconds pass before pressing a remote transmitter button, the
programming mode will exit and the procedure will have to be
repeated.)
² Repeat the previous step to program additional remote transmitters.
The doors will lock/unlock to confirm that each remote transmitter has been programmed.
² When you have completed programming the remote transmitters, turn
the ignition to OFF or wait 20 seconds. Again the doors will
lock/unlock to confirm programming has been completed.

2002 Excursion Key fob programming
Just read over some of the comments for programming the key fobs. Before you disconnect the batteries for 10min definately try getting in the vehicle, drivers side, close door then lock and unlock vehicle from inside door switch. Then proceed with the programming procedure. Worked for me. Thanks.

not sure if this helps but my Navi had both plugs disconnected from the RKE box tucked way up in the dash. Reason for this was because it had and after market alarm that was crappy so I took it all apart, tried 4 different key fobs trying to program them and had no luck until I noticed the RKE box not plugged in. Still entered programming mode, just didn't program. Hope this helps a bit!

not sure on other models, but on my 98 Navigator, it is way up on top to the left, under the dash. Its easyer if you lay on your back on the floor board looking up with a flash light, this way it will be on your right side though (because your back words). Its bolted to the body waaaay up there, its almost impossible to see at first glance, look for a silver shinny/gray box with numbers on it. If you still cant find it I can take some pics.

I was not part of this thread originally, but my FOB stopped working on my 2005 F250, what I found to work is to not run through the sequence too fast, meaning do not toggle the off/on 8 times too fast or it will not enter program mode. The book states you have 10 seconds to step through the process, 1 second per sequence worked for me perfectly.
