Flow through console draft?

Anyone with a flow through console's notice a draft by the shifter. Its been pretty cold here in Michigan, and at certain times I have noticed cold air flowing through the flow through?

There are 2 holes in the floor pan that are not used on a flo-thru console (holes are for the 20% seat) checked to make sure the holes are patched
