Ign. switch not in correct position

I have an '83 with auto trans, starts in drive and reverse will only shut off in park. neutral safety switch seems to be wrong , I need it fixed for inspection.
Key switch was replaced by PO and I just took it back out to try to install it correct it had to be turned to start to remove couldn't pull it out in run. Had hard time to get it back in it has to be in run to reinstall. Does anyone have a diagram of the inside of the column, I have Mitchell on demand but it shows everything but.

That picture seems to be for a standard floor shift.
I just want to know why I can start it in any gear and can only shut it off in park, I know I shouldn't be able to lock the steering and remove the key unless it's in park, but it seems like the neutral safety switch is backwards.
I do have another cab here for parts same year it has a tilt column but no key I would have to drill out the key switch and replace it .

neutral switch

on a c6 the neutral switch is on the left side of the tranny very simple adjustment look in the hayes manual .

some one might have installed it backwards- I think it will fit either way.
