You may not need the wiring harness. Look behind the headlights and see if there is a connector attached to the radiator support panel. One on each side. If there is a connector, that is for the fogs. All you need is the lights and the switch. The switch is needed due to turning the lights on when you pull it out at the headlight position. The original switch pulls out but will not turn the lights on.

Sometimes that's not always the case though. I found out the other day in my '01 Sport that the wiring is there for the fog lights and it does go to the main junction box under the hood. However the wiring isn't there from the fuse panel in the truck to the headlight switch connector, so I'm having to do that this weekend. Pull your headlight switch out and look and see if there is a plain yellow wire and a black wire with a white stripe. That is for the fog switch.

Where on the back of light switch should the foglights hook up? I can't see any other open slots. I am going to check the main junction box later today to see if it is wired to there. There are three plugs on the back of the light switch. There is one that has a yellow wire and a black wire with no stripe could that be it?

fog light install
i am curently installing fog lights on my 97 f-150. harness is allready there, most trucks w/bumber cut outs have the harness already there. although my headlight switch pulls out as to acuate the fogs, the switch is not installed in the assembly. found several at junk yards for 20$ -40$. popped out old switch installed one w/fogs. and everthing works. all i needed was the lights and the switch. got new euro lights off ebay for 100$.
