I think it was an option in 97. Stick your hand in the far left hole (drivers side) of your bumper. If you have one it will be in there.
Why do you need one in Tampa?

I don't need it in Tampa, but I'm heading to cooler country for a couple of weeks and may need it if the temp gets low. I looked in that area but didn't see one. I'll look again just in case I missed it.
It's in there. I believe there was a "block heater delete" option in '97. but nobody should have gotten it. If you see an orange rubber connection right above your oil filter, then you have it. You really have to dig back there behind the grill and bumper, but it's there. The plug end has a black plastic cover on it, so it doesn't look like an electrical plug. It's tied up against the harness and you have to cut some ties to release it.
I think I found it. Right above the oil filter like Frobozz said. No orange cap, but what appears to be about 3/4" threaded thing with two prongs in it. No cord.
AH! SO someone stole your cord. (Maybe it broke out near the plug and they just removed it? I thought the block heater delete in that era deleted everything.) Well, aynway, a new complete cord is not outrageously expensive from your Ford dealer.
