Speaking from my experience, yes DOHC aren't very good on bottom end, must play w/rpms or change rear gearing. I put a Toyota 2000 DOHC in my 81' toyota 4x4, great top end, sounded very impressive through the carbs, but bottom end suffered

I don't have a DOHC engine but my younger brother has a '92 lexus es300 with a 3000 DOHC ,fuel injected of course, and that thing sucks on the low end power. it's too bad he has an auto too cause he likes to race around sometimes and he can't do much with the little 5speed honda's if they're fixed up a bit and drop the clutch on him. but he has pretty impressive power after around 4000rpm if I remember right.. it's like someone kicks the engine in it's ***** and it just GOES. *shrugs* don't know if that helps anyone in anyway. lol. oh well!
