High Pitch whinne in the morning

Now that its getting cold again in CT, I'm noticing a high pitch whine while warming up my 96 EB in the morning, its wierd because it seems to go away once the engine has been warmed up while driving. Might it be a pulley or some thing like that ?
TIA

Check your power steering fluid level. If it's low, it'll whine until the fluid gets warmed up and circulating.

My power steering pump is going out and does the same thing, but only for a short time after starting up. When the wheel is turned quickly, with more resistance, or all the way, the pump can be heard clicking too.

I was listen this morning to isolate the noise. It seems to be coming from the upper pulley (idler ?) near the alt. Any way to stop this? grease, oil or replacement. Is this a easy job?

Well, this evening I sucked out the old power steering fuild (black in color vintage 1996) with a turkey baster and replace with new Napa power steering fuild (nice rich ruby color vintage 2004) and sprayed the pulleys with WD40, Sounds a lot quieter.
