when i got my 96 explorer xlt 4wd with the 4.0 OHV engine, i was getting about 14 just city and 19 highway. Then something went south and it started getting around 13 both city and highway. Ive heard that the SOHC engines are alot better on mileage.
An all wheel drive transfer case will not necessarily have a high/low differentiation.. In other words all wheel drive is full time 4wd. Where as 4wd is selectable between 2wd, 4hi, and 4low... At least thats what I have always been told.
I've got an '04 Eddie Baurer 4X4 with the 4.6L. Only have 1500 miles on it the wife drives it mostly on short trips, 3-5 miles or less and that kills my mileage. Using this way I get 11-13 mpg. On some longer trips I have been in the 16 range. Haven't been on any long distance trips yet.
