'99 Exp. A/C blend door actuator. HELP!

'99 Expedition. Need help. Is the A/C blend door actuator on a '99 Expedition XLT with manual controls, controlled by vacuum or is it electric?

Should be electric. The vac lines control def, vent, a/c, floor controls,etc.

It should be vacum operated if you have manual control
