Anyone use this "Tornado" product ???

I read an article about that product a while ago and decided then to not spend the $80 for the thing.
The report stated that it did increase mileage but, only in the upper RPM range, and only about 5%. There was no increase in mileage or performance below 3300 rpm on their test vehicle, an Explorer.
I intended to put one in my '89 F150, 5.0L (with highway gears), but seeing how my tach rarely goes above 3000, it wasn't worth it for me.

Here's my perspective: if this was an easy way to bump HP and gas mileage and stuff, why aren't the manufacturers using it right now? You know they won't have to pay $60 per vehicle or whatever, and they have the EPA breathing down their neck for gas mieage and whatnot. If it worked, I think mfg would make it OEM.
