XLT Insturment Panel

Ive seen Insturment panels on ebay from Lariats/FX4s for about 150. They advertise that Ford can reprogram the PCM so the new dash would work with a 2004 XLT/LS/S??. Is this heard of, I like the insturment clusters on the FX4/Lariats. Can they even get the little display to work without major modifications. That would be great
