In response to a recent post, I found some more info on Dealer Recall 00B40 APR 00 involving replacement of Multifunction Switch on '99 & '00 Rangers:

AFFECTED VEHICLES
- Certain 1999 and 2000 model year Explorer and Mountaineer vehicles built at the Louisville and St. Louis Assembly Plants through September 12, 1999.
- Certain 1999 and 2000 model year Ranger vehicles built at the Twin Cities, Louisville and Edison Assembly Plants through September 12, 1999.
- Certain 1999 and 2000 model year Expedition and Navigator vehicles built at the Michigan Truck Plant through August 17, 1999.
- Certain 1999 and 2000 model year Villager vehicles built at the Ohio Assembly Plant through August 9, 1999.
REASON FOR PROGRAM
In some of the affected vehicles, the multifunction switch may develop corrosion on the front windshield wiper switch terminals affecting its signal output. The change in the signal output interferes with normal operation of the front windshield wipers. The most common condition involves the front wipers briefly turning on with the wiper switch in the "off" position. In extreme cases when this condition is ignored for some time, wiper high-speed operation may be affected.
NOTE: Owner Notification Program 00B40 is being launched concurrently with Safety Recall 00S04. ONP 00B40 involves the replacement of the multifunction switch only.
Safety Recall 00S04 involves the replacement of the multifunction switch and a repair procedure to correct the potential loss of Generic Electronic Module (GEM) operation. Depending on the individual vehicle's GEM repair history and vehicle options, some Explorer/Mountaineer (A4WD) vehicles may be included in ONP 00B40 and not in Safety Recall 00S04. PLEASE CHECK OASIS TO DETERMINE WHICH PROGRAM APPLIES TO A PARTICULAR VEHICLE.
NOTE: Some vehicle lines not included in this owner notification program may exhibit concerns where the wipers briefly turn on with the wiper switch in the "off" position. Please consult OASIS for the latest technical information pertaining to those vehicle lines.
SERVICE ACTION
Dealers will replace the multifunction switch on all affected vehicles. The replacement switch has a revised design.
- NOTE 1: Explorer, Mountaineer and Ranger 4X2 vehicles without power windows are not involved in this program. Please consult OASIS for the latest technical information pertaining to those vehicles.
- NOTE 2: Many vehicles have previously had the multifunction switch replaced under warranty. These vehicles are not included in this program.
- NOTE 3: Owner Notification Program 00B40 supercedes TSB 99-24-03 for Explorer, Mountaineer, Ranger, Expedition, Navigator and Villager vehicles. The revised multifunction switch used in this ONP eliminates the need for Generic Electronic Module (GEM) replacement as previously described in the TSB.

INSTRUCTIONS - MULTIFUNCTION SWITCH REPLACEMENT- OWNER NOTIFICATION PROGRAM 00B40
OVERVIEW
When performing this service procedure, you will:
- Replace the multifunction switch.
- Check the multifunction switch electrical connector pins to make sure they are not loose
or pushed out in the connectors.
MULTIFUNCTION SWITCH REPLACEMENT
1. Record the radio stations and disconnect the battery ground cable.
2. NOTE: Steps 2 and 3 do not apply to Villager. Go to Step 4.
Turn the ignition switch lock cylinder to the RUN position. Then, push the ignition switch lock
cylinder release tab with a punch while pulling out the ignition switch lock cylinder.
3. Remove the tilt wheel handle by turning the handle counterclockwise (if equipped).
4. Remove the upper to lower steering column shroud retaining screws and remove the shrouds.
5. Remove the two (2) multifunction switch retaining screws and disconnect the electrical
connectors.
6. Inspect the multifunction switch electrical connector pins to make sure they are not loose or
pushed out in the connectors.
7. Connect the new multifunction switch, making sure the electrical connectors snap into place and are fully seated.
8. Install the new switch. Tighten the screws to 3 Nm (27 lb-in).
9. Install the upper and lower steering column shrouds. Tighten the screws to 1 Nm (9 lb-in).
NOTE: Steps 10 and 11 do not apply to Villager. Go to Step 12.
10. Install the tilt wheel handle (if equipped).
11. Install the ignition switch lock cylinder.
12. Connect the battery ground cable, reprogram the radio stations and set the clock.

A few more notes regarding the Owner Notification Program 00B40 involving replacement of the multifunction switch (i.e., the "stalk") on '99 & '00 Rangers.
In the Dealer Letter I posted above, reference is made to "Safety Recall 00S04". As is noted in the letter, that Safety Recall is not the same thing as the ONP 00B40. The Safety Recall does not affect Rangers, it only applies to Explorers and Mountaineers.
Also, I think it's reasonable to say that peope who own a late 90's+ Ranger should be careful not to replace a bad MFS with a junkyard piece off a '99 or '00 Ranger, Explorer or Mountaineer.

Multifunction sw. Recall..
I had mine replace a couple of years back ....courtesy of Ford.. (of course) but I still get a run-away wiper here and there goin down the road. The wipers would jus sweep across one good time then thats it...but it rarely ever happens...I've actually found it to be quite funny at times...and it usually sparks a good conversation if i have a guest in the truck with me. So with that being said...I dont mind the "once in a blue-moon-sweep" (is what I'm calling it) I think it adds a bit of alertness for those longer drives

Just replaced mine today -- 99 Ranger 2wd reg cab -- had "ghost" wippers and a bad signal contact that had stuck on and smoked. Went exactly like the TSB, except didn't need to remove the lock cylinder. Took about 20 min -- hardest part was releasing the connector tabs (used two small screwdrivers). Had one problem. Ordered Motorcraft switch on-line and it turned out to be the wrong switch; different style arm and connectors. Went to Dealer and they had same p.n., and same switch! They gave me one for a 98 ranger, guessing was a switch-over in early production & looked same, but that didn't work - high wipe with wash at key on. Went back & finally found out it was mispackaged Motorcraft parts from two different sources. Correct part was identical to original except two pins are no longer used in the larger connector. Cost $68.

2000 ranger gem module
My truck falls under the edison new jersey plant. Its a 4x4 but when i run the vin it comes up as a rwd.. is there a difference in vin letters if its a 4x4? Also do yiu it would be benifial to just buy another ranger and use it for parts rather than keep buying stuff for my truck. Bexuase i found one same yr 4x4 with 116000 miles. Transmission issues. But i just replaced my tansmission. Thats when i found out about the gem module issue. Is it commer for these 2 to have issues together? But i was thinking about instead of spending a few hundred on the gem module i coukd buy this ranger for 500 and use it for what ever i neeed.
