96 Expolrer Trailer Wiring Problem

I recently bought a '96 Explorer (EB). It has a "Drawtite" Class III hitch, installed by previous owner, but only used for a carrier, never towed. I couldn't find any factory trailer wiring under rear bumper, so I purchased a Hoppy's 40325 T-connector. Found connector below left rear tail light assy, but there is no power to the pins for the trailer wiring. Connector has 5 pins. Determined a ground and a pin for license plate lights. Also determined the other 3 should be for running lights, left turn/brake and right turn/brake. Any idea why these are not enabled? How do I get these to function? Thanks.

you might check to see if the trailer tow relays are installed and that the fuse for trailer tow is installed and good.
