No Horn or Cruise Control
I am not sure how to approach this problem but here is the problem.
1. Horn does not work.
2. Cruise Control not working.
The owners manual said to check the fuses & relays. I did that checking all of the fuses that according to the owners manual that related to the horn, no fuses were blown. Not sure how to check relays. I am new to the do-it-yourself part of owning a vehicle. Is this a problem that I could fix or take to dealer to fix?

Well I put in a cruise unit last weekend and it seemed easy to me. (although I still
haven't gotten it working. Ha) But I tested my clock spring it's OK.
To test it pull off the connector at the cruise control servo (it should be on the left inner fender), connect a Volt meter or 12 volt test lamp across pins 5 and 6 on the harness. Then have someone press the On button on the cruise control, if you get 12vdc then the clock spring is good.
To replace, seemed easy but I have pretty good tool set. The hardest part was steering wheel removal. Most parts places will rent a puller or get a 2 jaw puller for yourself.
The battery needs to be disconnected for 5 minutes to disarm the air bag, I waited an hour. I also read a post that suggested grounding the + terminal. Proceed with caution and always follow the shop manual especially the safety section. It's not worth saving a few $ if you injury yourself.
