Exclamation No Horn or Cruise Control

I am not sure how to approach this problem but here is the problem.

1. Horn does not work.
2. Cruise Control not working.

The owners manual said to check the fuses & relays. I did that checking all of the fuses that according to the owners manual that related to the horn, no fuses were blown. Not sure how to check relays. I am new to the do-it-yourself part of owning a vehicle. Is this a problem that I could fix or take to dealer to fix?

Any and all help would be greatful.

That happened to my truck and it was the clock spring behind the steering wheel. Cost me $110 to get it fixed at the dealer.

just swap the relay w/ a known good one see if the problem moves.

Ok, I tried to swap the relay like you suggested. Nothing changed the horn and cruise still does not work. Would the clock spring be something I should leave to the dealer to fix or would it be someting that a noob to self car/truck repair could do?

Well I put in a cruise unit last weekend and it seemed easy to me. (although I still
haven't gotten it working. Ha) But I tested my clock spring it's OK.
To test it pull off the connector at the cruise control servo (it should be on the left inner fender), connect a Volt meter or 12 volt test lamp across pins 5 and 6 on the harness. Then have someone press the On button on the cruise control, if you get 12vdc then the clock spring is good.
To replace, seemed easy but I have pretty good tool set. The hardest part was steering wheel removal. Most parts places will rent a puller or get a 2 jaw puller for yourself.
The battery needs to be disconnected for 5 minutes to disarm the air bag, I waited an hour. I also read a post that suggested grounding the + terminal. Proceed with caution and always follow the shop manual especially the safety section. It's not worth saving a few $ if you injury yourself.

It's not too bad besides the steering wheel there are two hex screws holding the air bag, and the ignition cylinder comes out easy . If you have a manual it should fill you in.
