If you don't wanna spend much, do the exhaust and, if you can, get a cold-air intake. Flowmaster supposedly adds some pretty good #'s for the price, but the sound is a lot better. Another kinda cheap thing to do would get a chip, Diablo Chips are some of the best I've come accross. Get better gas mileage and at least 25 more hp..

A friend of mine bought the same FIPK kit I have on mine and used it. I don't know why they do not list one for a 99, but the 97 kit worked well on his. I was not there for the install, but I don't think he had to do anything different to make it fit.
The K&N FIPK Kit number is: 57-2513-1
If you are looking for an Airaid spacer, the part number is: EVG-400-517
(I don't know about the EVG part, but the 400-517 should be universal - just depends on where you buy it)
I searched on K&N's website and got the FIPK number and on Macrmotive.com and got the Airaid - just in case you need a place to get them...

There are a few people on another board I talked to that are running it and really like it. The difference between it and the K&N FIPK is that the MAc comes with an intake tube also and not just the filter. I have thought about getting one and seeing how it does. If they have one to fit, I would not hesitate getting it instead of a K&N. I doubt there is that much of a difference anyway...

After going back and reading, I think we got a little off-topic some. To answer your question about the Flowmaster - it is worth it to put on. When you put one on, you will notice the tone of course, but it helps on the backpressure also and you will feel a difference there also.
Most of the time I recommend taking all 4 cats off also and going with 1 hi flow cat. It will still pass emissions tests, and helps get some of the extra restriction out of the way.
