460 Trouble Code 95

Ford lists this trouble code as follows:

CODE 95 Right air always upstream

So why does the rest of the trouble shooting procedure deal with the Fuel system?

By the way, does anyone know what "Right air always upstream" mean?

No, but if you find out, I'd love to know.
