57 to 60 fuel tank?

How much gas should a 57 to 60 fuel tank hold? I have never been able to get more than 12 to 13 maybe 14 gal.s in mine.

According to the specifications section of the shop manual, the standard (behind the seat) tank for F-,C-, and T-Series cab models shows a capacity of 18 U.S. Gallons.

I've never been able to put more than 13 gal. in my '57 F100... and I read some place the tank is suppose to be 16 gal. (?) Did Ford intentionally set the gas gauge so you'd have 'extra' gas when it indicated Empty?...
