4.0L V6 Limits

I just got a 1995 Ford Explorer XLT a few days ago. I've taken it for a spin and can't get it to go over 95 mph or 5200 rpm. So I looked in the manual and it says theres a limitation device for both speed and rpm. Can I somehow remove/disable it?

The only way the RPM, and speed limiter can be removed is to buy a performance chip for the PCM.

I will in 2 years once im 18, but until then I have to live with this car. While we're talking about limits, what would you consider "luging" and "reving" the engine? Its a manual so I normally try to keep it around 1600 rpm, sometimes a little more or less. My parents (and even road tester when I got my license) say im luging it that low, but I don't see a need to keep it a 2300 (next gear up) either. It just wastes gas, gets hotter, and is louder.
