rpms??????????

what is the highest rpm that a 2.3 4 banger can handle?

Pretty much anything in stock configuration will handle 6k. Step up to fully balanced, ARP bolts, worked head, etc, etc, etc, you'd be up around 9k.

the truck is a 92 but the engine is a 94.

I've seen stock 2.3's kiss 10,000 rpm. More than one too, three out of couriers,and one in a pinto. Just don't do it long though...did I mention I've seen some spectacular 2.3 grenades?
