I have a stock '99 (not '99.5) Super Cab, 4x4, 6 speed, long bed, PSD, OEM tires. It seemed to get around 18-22mpg on the highway with no load, if I keep my right foot under control. Towing a 5,000 load to California and back (from Denver, CO) I got between 10-15mpg depending on terrain and speed. My truck does seem to use alot more fuel when I go faster than 70-75mph or so. I just had the motor replaced under warranty so I'm hoping that I will get even better mileage, but I don't know if that is possible.
It depends on your driving habits. If you are cruising the interstate around 80 mph or doing a lot of around town driving then it's about right. I average around 16 to 17 mpg with my 03 and 18 to 19 with my 95. My 95 has a chip and a down pipe which both mods did make a couple mpg difference.

in my 99.5 powerstroke which is stock, except for a size bigger winter tires.
Driving on long trips--i get about 18 or so, unloaded
Driving to work (80 miles a day)--I get about 16, unloaded
Putting around town, to the store, movies, etc.--15/16 in around there.
There are several things I am taking into account as well.
a size bigger tires will reduce my milage by a little bit (also the more aggressive tread)
also, here in PA, the winter diesel mix that is sold at gas stations also doesn't help the milage at all.
On my 2002 Powerstroke Excursion i am seeing between 11.5 - 12.5 with the winter blend diesel. In the summer - the best i have seen is 20 on the highway. The thing that kills my MPG is that about 85% of my driving is stop and go - stop light to stop light. My truck is stock except for a superchips tuner and a AFE intake.
going 85mph from UT to OR got 14+ that is all the more i tested when i first brought the truck home. 99' F-350 CC LB 4x4 6spd stock...almost empty-just 2 guys and some tools just in case.
early 99 stock till a month ago.. got 17 around town and 20 to 22 highway..put my tuner in with afe stage 2 intake and 5" strait pipe.( love the sound this thing makes).i cant keep my foot out of it and im getting 15 to 16 around town..im using b20 bio...ill get better figures december 22nd when i go to florida..

Unmodified somewhat. I did jack with the powerband putting the larger tires on but I got used to it.
15 pulling the toys, 20 not pulling. Yes 20 sometimes 21.

I have an early '99. Unloaded, I do 16-18 around town depending on how much I hot rod. I experience anywhere from 20-23 on the highway unloaded as well. Loaded 6,000 lb trailor over the mountain passes, 14-15.
Perhaps its this fresh rocky mountain air BlueOvalBoy?
