EVEN SIMPLER WAY!!!!!!!!!!!!!!!!!!

on the 1999
slide your drivers seat forward and tilt it forwards
about 1/2 an inch or so to the left of the back right seat bracket make a cut in your carpet pull out the wire and unplug the lil plug
and the dinger doesn't work nor the light on the dash

(all left and right references made assuming you are facing forward as in a normal driving position)

It's not in the Manuel. Side and front airbags have nothing to do with the lights and chime im receiving. Do I need to post a video? I'm not an idiot. I've searched the entire Manuel. I've looked. I've checked online. So far, I'm the only one with this issue. Posting a page number does nothing. Explaining your theory in common English might be helpful though. This s*it frustrating. Btw. Thus U.S. the manual I'm looking at.

the parking brake is set
make sure the gear shift is in park, or neutral for manual transmission
the ignition switch is in the off position

the headlights/parklights are off

1. turn ignition to the "on" position, (do not start the engine)
2. Wait until the saftey belt warning light turns off. (approx 1-2 minutes)
3. buckle then unbuckle the saftey belt 3 times, ending with the belt unbuckled.
4. Turn on the headlights, then turn off the headlights.
5. buckle then unbuckle the saftey belt 3 times, ending withe the belt unbuckled.
- after step 5 the saftey belt warning light will be turned on for 3 seconds
6. Within 7 seconds of the saftey belt warning light turning off, buckle then unbuckle the saftey belt.
- this will enable the belt minder if currently disabled, or disable it if currently enabled
7. confirmation of disabling the belt minder is provided by the saftey belt light flashing 4 times a second for 3 seconds.
9. after confirmation, the process is complete.

Followed the steps as listed, and it did the trick! This helps me because I use this truck on the farm a lot, and the constant dinging was driving me absolutely bats*** crazy. Thanks for saving my sanity!!! 2003 ranger
